As part of an initiative to provide easier financing for startups and other small businesses in the US, the Obama Administration passed a bill to 'jumpstart' such companies.
The acronym by which the act is known is an apt nod to what it seeks to encourage, and could also be stretched to read as a compliment to someone who is usually an inspiration to many startups.
