The Folio Society (a publisher of illustrated versions of classic novels) has announced it will sponsor a new literary prize called simply "The Folio Prize". The first such prize will be awarded in 2014. In part, its creation was a reaction to the Man Booker Prize's perceived leaning towards awarding popularity rather than literary quality.
In terms of geographic eligibility, what will be its biggest difference from the Booker Prize?

The Booker is restricted to authors from the Commonwealth nations and Ireland. The Folio will have no such restriction.
