In February 2014, the Indian MP Ladagapati Rajagopal made headlines for letting off a pepper spray can inside the Lok Sabha, during a protest to defeat the tabling of a bill on the new state of Telengana. This incidentand a lack of an immediate punishment for Rajagopal and others like him, brought back debates of how such errant MPs were to be penalised.

Among the many ideas in the past has been a proposal to dock MPs involved in disruptions of their daily allowance - this was introduced via a Private Member Bill. Who proposed this bill?
