While governments usually block the internet for political reasons, this reason is highly unusual since the target is mainly a small segment of the population

Cheating in exams. Exam papers are sent to schools in the morning before 8 am and leaks (posted online) are common. By preventing any internet access, the government hopes to thwart such kinds of cheating.
